About The Site
The proposed development site extends to approximately 5.3 hectares of arable land. A public right of way crosses the site from Branksome Drive in the east to the River Aire in the west. Existing tree groups are located along the site’s southern and eastern boundaries.
The site is bordered by residential properties to the east and the Mercure Bradford Bankfield Hotel to the west. Vehicular access is from Bradford Road, via the existing access to the Mercure Hotel.
The site adjoins the western edge of the existing residential area of Nab Wood, approximately 1.2km north east of Cottingley and 2.3km west of Shipley town centre.
The site benefits from access to a wide range of local services and facilities. Shops, schools, healthcare facilities and employment opportunities are available within Nab Wood, Cottingley, Saltaire and Shipley.
Bus stops are located immediately south of the site on Bradford Road, providing services to Bingley, Keighley, Bradford and Leeds. The nearest train station is Saltaire, approximately 1.6km to the north-east, offering services to Bradford, Shipley, Skipton, Ilkley and Leeds. The area is also served by an established network of pedestrian and cycle routes, connecting the site to neighbouring communities and the surrounding countryside.

Planning Context
England is currently facing a significant shortage of homes, making it harder for many people and families to find somewhere affordable to live. To help address this, the Government has committed to delivering 1.5 million new homes by 2029.
National planning policy encourages the delivery of well-designed homes in sustainable locations, where residents have good access to schools, healthcare, shops, employment opportunities and public transport. Bradford Metropolitan District Council is currently preparing a new Local Plan to identify sites for future development across the district.
As part of this process, the Council has assessed housing needs and identified land capable of accommodating future growth. The site has been identified as a preferred housing allocation within the emerging Bradford District Local Plan (reference SH5/H – Bingley Road, Nab Wood). The draft allocation indicates an anticipated capacity of approximately 140 homes, subject to detailed design, technical assessments and the determination of a planning application.
The Council has identified a need to increase housing delivery across the district to meet assessed housing needs and national planning policy. The Council's published housing land supply position confirms that it is currently unable to demonstrate a five-year supply of deliverable housing sites, with the latest assessment identifying a supply of just 2.08 years.
In addition, the 2023 Housing Delivery Test indicates that only 62% of the district’s required housing was delivered. The site is currently designated as Green Belt. Recent changes to national planning policy introduced the concept of “Grey Belt” land. This refers to certain areas of Green Belt that may make only a limited contribution to Green Belt purposes and which may be suitable for development where specific policy requirements are met. Persimmon Homes considers that the site meets the definition of Grey Belt land and that the requirements of national planning policy can be satisfied. This will be fully assessed and tested through the planning application process.
